Village of Lansing

 

MINUTES of a meeting of the Board of Trustees of the Village of Lansing held on Thursday April 13, 2006, in the Village Office.

 

PRESENT: Mayor Donald Hartill; Trustees Larry Fresinski, Frank Moore, Lynn Leopold, John O’Neill; Superintendent of Public Works John Courtney; Motor Equipment Operator, Richard Beckwith; Clerk/Treasurer Jodi Dake; Clerk, part-time Carol Willard.

 

Mayor Hartill called the meeting to order at 12:28P.M.

 

Don asked Rick if all equipment is repaired and ready to go. Rick stated that we had the transmission fixed on the dump truck. The Board had previously decided to purchase a new dump truck next budget year and keep the old dump truck as an extra truck.  Don stated that this would be a good trial to see how much we use the truck and how much it will cost to maintain it.

 

John reported that they flowpoked the sewer lines to check for infiltration. John will be sending a letter to residents regarding having their sump pumps hooked into the sewer line, a practice that is not legally allowed in the Village. John feels that this is why our infiltration numbers are so high.

 

There have been two people who have applied for the tree-planting program. The highway department has picked up three dead deer in April. They have been doing lawn repair on areas that were torn up during the winter. The Village did some work for S.C.L.I.W.C. when they repaired a transmission line on Pyramid Drive, which we will be billing them for.  The “Danger Ahead” and “No Sidewalk” signs have been installed by TOPS on Pyramid Dr.

 

John has been attending the Warren Road construction meetings. The milling and resurfacing of the part of the road in the Village may start at the end of the summer. Dutchmill to Asbury Road is the major part that won't start until next year.

 

John would like to purchase a locator for the Village. We used to borrow one, but because of the liability issue they are no longer loaning them. John stated that if we snake a sewer line we could find it by using a locator. It would also be used to mark traffic signal and street lighting lines. Don told John to talk to Bolton Point to see what they use and their costs, and then get that information to him.

 

In the next month John plans on getting the street sweeping done, mowing right-of-ways, start box outs, take down snow fence and do some planning ahead for scheduling summer work. This year we will also be doing some minimal crack sealing. Last year we did a lot.  A brush cut will be done from Janivar to Wakefield to see if it will be a suitable trail.

 

 John will be attending highway school at Ithaca College June5-7.

 

John O’Neill asked if anything could be done about the Route 13 bridge area. He realizes that it is State property, but it really needs some maintenance and clean up. John Courtney will contact the new guy at the Ithaca DOT because he seems to be very proactive.

 

Mayor Hartill stated that Suit-Kote has resumed working on North Triphammer Road. Next week they will start rough cut, and by April 24th major road reconstruction will commence. John stated that the project is going well. They are doing infiltration trench work, storm sewer work at the Moldflow building, and O’Connell Electric will start working on the streetlights next Monday.

 

Don stated that he has looked through our auditor’s report and sees no problems. Jodi has found some corrections. There was a sewer meeting Monday morning with the intermunicipal group of six to see where we are. The Town of Lansing is going ahead with a design based on the transmission line running down Cayuga Heights Road. Lastly, Don reported that the settlement discussions regarding the Bolton Road litigation are continuing and an agreement that may involve the Water Commission assuming responsibility for building Bolton Point Road is almost complete.

 

Lynn stated that she and John Courtney were attending the Stormwater Training Session given by DEC at the Town of Lansing today. This afternoon, they will be going to a site off Warren Road to view both good and bad stormwater management techniques. The Village will need a plan showing how it will accomplish the six minimum measures required by the current regulations. The training will address the permits that developers need to have on hand. Lynn feels this is difficult unfunded mandate, but standard practices are not doing the job. There are many training programs available. There is a Bluebook from DEC, and also a design manual that would be good to have in the office. Our Code and Zoning Officer will need to know all of the required regulation.  Lynn will also be going to Syracuse with Kate Hackett for training on the new annual report. Lastly, Lynn asked John Courtney if he could get mulch from Agway for our gardens.

 

The Mayor entertained the following motion:

 

 Resolution #5228– Abstract of Audited Vouchers

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 11 for the General Fund, in the amount of $27,387.21, is hereby approved for payment, and

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 11 for the Water Fund, in the amount of $5,784.35, is hereby approved for payment, and

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 11 for the Sewer Fund, in the amount of $4,262.41, is hereby approved for payment.

 

Frank questioned the new transmission cost on the dump truck. John Courtney stated that they looked at a rebuilt transmission versus a new one, and found the new one to be a better deal. The truck only has 44,000 miles on it, but with the new transmission we have a warranty of 3 years or 36,000 miles. Frank also asked what the sprinkler charge was for. Jodi explained that Bolton Point checks commercial sprinkler systems annually and sends out bills. The commission is not authorized to collect monies, so the businesses pay their municipality and we turn around and pay the Commission. The same thing is done for service repairs.

 

Trustee Leopold moved that this resolution be adopted and Trustee O’Neill seconded the motion.

Lynn Leopold and John Courtney had to leave the meeting.

 

Frank stated that he attended the Town of Lansing sewer meeting yesterday. They need firm numbers to go to referendum. They are interested in getting a quality estimate from us on what our contribution will be. In round numbers, the Mayor stated that it would be 10%.  Don will get in touch with Town Supervisor Steve Farkas to discuss this issue. Don proposes that we take a total build out estimate, and then pay up front the amount of the agreed upon Village percentage contribution. In the beginning there won’t be much usage by the Village of Lansing. Frank said they are thinking that there will be robust building in South Lansing. Don stated that our growth rate is historically 10-15 houses per year with a 1,200 unit total residential build out.

 

John O’Neill and Carol had nothing to report.
