Village of Lansing

 

MINUTES of a meeting of the Board of Trustees of the Village of Lansing held on Thursday February 15, 2007, in the Village Office.

 

PRESENT: Mayor Donald Hartill; Trustees Larry Fresinski, Lynn Leopold, Frank Moore, John O’Neill; Superintendent of Public Works John Courtney; Code & Zoning Officer, Benjamin Curtis; Clerk/Treasurer Jodi Dake; Clerk, part-time Carol Willard.

 

Mayor Hartill called the meeting to order at 12:26P.M.

 

Ben stated that there haven’t been a lot of permits lately. The Homewood Suites is moving along. This job will make the Village quite a bit of money in electrical inspection fees since each room has its own electrical panel and a kitchen. Because of the way our electrical inspection fee schedule is set up, Floyd estimated that their fee will be over $10,000. Homewood Suites also has the first plastic sprinkler system in the Village. It is a rated system that only works with a wet system. They plan on being open in the spring.

 

Advion will be turned over in March. Don asked what happened to the other building that was there. BinOptics is still located there.

 

Ben has forwarded a way finding question to Larry.

 

At one time Homewood had requested having the name of Cinema Drive changed since there was no longer a Cinema there. Ben suggested that we consider changing Cinema Drive to Sheraton Drive since it really is just a continuation of that road. Larry asked how many had Cinema Drive for their address. Chateau Claire, Bishops, Bill Cooke, Homewood Suites and a few vacant lots are listed on the tax roll as having Cinema Drive addresses.

 

The lights on the side of the Bill Cooke building need to be adjusted since they shine out onto Route 13. Lynn feels that as a member of the lighting commission she finds it offensive. Ben will call to get this resolved.

 

The Planning Board is proceeding carefully with the Bolton Estate Subdivision. An archeology study is required which is postponing further discussions to March. Binghamton University will be doing the study. Crossmore is working his way through this process. The Village hasn’t received further information regarding the proposed appraisal on the environmentally sensitive portion of the property under consideration for purchase by the State, County and/or Village.

 

Ben’s computer is gradually getting integrated. His permit program may be updated. There are new requirements for building code administration involving the issuing of operational permits and the filing of annual reports.

 

John announced that the new dump truck will be delivered tomorrow at 11:30am. There has been a lot of snow in the last couple of days. The new sidewalks are nice to plow.

 

John received a call that Ann Caren who resides on Bush lane fell in a recessed sewer manhole cover. He called David Dubow who will contact Bailey Insurance to advise of a possible claim. John went right over to look at it and there is not really anything that can be done to fix it. If you raise it up you run the chance of a snow plow catching on it and popping the cover off of it, and also a possible tripping issue. She claims she said something to us, but John doesn’t remember her ever doing that. He indicated that they were in the manhole one time and she came out and asked what was in there, but never said anything about it being dangerous or being a problem. The correct way to fix the height is to add risers when you repave a road. It is not uncommon to see manholes lower than the road. Jodi stated that Ann has been in many times to pay her bills and has never mentioned anything to her.

 

In the Village of Cayuga Heights they had to replace 700 feet of fiber optic line because the highway department skimmed it with the bucket. This has caused some phone outages in the area.

 

A representative from Williamson Law Book has updated Jodi’s budget and accounting programs to Windows. Jodi pointed out that the programs are a little different now. Lynn noticed that the abstracts and vouchers looked different.

 

Don asked Larry about back up. Larry has been testing mozy.com and recommended the Village use this service. It is an off site service with a monthly charge of $3.95 per computer plus .50 per GB. It’s an automatic back up service that backs up your computer every two hours. It’s encrypted and a simple way to transfer data also. It takes about 5 minutes to install. Larry will send the information to Jodi. For personal use this service is free for up to 2 GB. They also support Vista. Cornell recommends not using Vista because there is no serious value and many problems. Windows XP will be supported through 2014. Larry also recommended that all Village computers have Windows defender and spybot. One can get these from the Microsoft home page in their download area.

 

Mayor Hartill had a conversation with Town Supervisor Steve Farkas regarding the proposed Town sewer project. Steve is very discouraged by the school district capital project bond proposal being turned down. Don thinks they will go to Albany to make an environmental argument that a plant in Lansing would be better for the lake. Before going to Albany, Don will speak with the Cornell University conservation people. The main thing he wants to understand is the flow of the lake. Don also wants to understand the background of the new Director of DEC. The goal will be to retain as much of the bond act funding as possible.

 

Larry has met with the Planning Board on way finding. The area businesses have the most knowledge and direct interest. It was decided that the Village will get Bob Witty of CFCU involved in the discussions along with representatives of other businesses in the Guild Park area. Craft Road will be a test area. Businesses would pay for the signs. There are federal regulations as to how large a sign can be. In addition, the Village would have to modify its Sign Law to allow for way finding. The idea is to have directories that will provide guidance and directions for the businesses that are hard to find. Kathryn Wolf has also been involved.

 

Soon we should have a final Uncompleted Work Agreement for the North Triphammer Road Project. Some of the items that still need to be completed are signs, stone walls and grass. John Courtney stated that we will be getting all the documentation from the project. They are in a fireproof safe which Fisher will also be giving us. It was decided that the safe will go in the garage so that the Supt. of Public Works will have access to it.

 

Ben stated that Pyramid Mall still owes us about 60 trees. We also have escrow money from Billy Bob Jack’s to do plantings in front of their place once the N. Triphammer Project is done. Ben will tell them to move ahead in the spring. Lynn asked what was going to be done in the back corner of Pyramid where those big piles of dirt and materials are. She thinks they look lousy. Ben has made them do storm water control. Pyramid still has 50-60,000 sq. feet they can add on to the mall in that area.

 

John O’Neill asked where we were with the streetlights on Graham Road. He and John Courtney had previously gone out and spotted potential sites for 5 new streetlights. The Board agreed that John should call Bob Walsh of NYSEG to have them go ahead and install the streetlights on Graham Road. In Dankert Park they have installed a 400-watt floodlight. It has made a big difference in the amount of vandalism there.

 

John Courtney has been studying the activity at the bus shelter at the end of Dart Drive and has found that no one is really using it. He recommended we do away with this shelter. We may consider moving it down by Swartout because there are many people that catch the bus there.

 

Mayor Hartill entertained the following resolution:

 

Resolution #5305– Abstract of Audited Vouchers

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 9 for the General Fund, in the amount of $23,765.61 is hereby approved for payment, and

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 9 for the Water Fund, in the amount of $1,816.10, is hereby approved for payment, and

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 9 for the Sewer Fund, in the amount of $495.42, is hereby approved for payment, and

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 9 for the Capital Projects Fund, in the amount of $312501.29 is hereby approved for payment.

 

Trustee Leopold moved that the foregoing Abstract of Audited Vouchers resolution be adopted and Trustee O’Neill seconded the motion.

Carol asked that all newsletter requests be to her by March 1st. She continues to do fire inspections. Pyramid Mall has changed management and now has a designated person who inspects the restaurants in the mall every month. The last inspection she did was coordinated with the Pyramid representative so that he will know what to look for. Carol will be attending a meeting on the 2010 Census. Jodi informed Carol that she has created an excel list of all the properties in the Village which are on public water that she can use for the census.
