Village of Lansing
MINUTES of a regular meeting of the Board of Trustees of the Village of Lansing held on Wednesday, January 13, 1999, in the Village Office.
Present: Mayor, Don Hartill, Trustees Larry Fresinski, Cliff Buck, Audrey Kahin, Ben Curtis, Jodi Dake, Dennis Reinhart and Richard Beckwith.
Mayor Donald Hartill called the meeting to order at 12:15pm and went around the table to hear everyone’s comments.
Rick stated that Christmas tree pick up has been completed. If there’s a lot more people that call in to get their trees picked up we could probably use the chipper at Cayuga Heights again.
Cliff informed the Board that at the last Planning Board meeting, Will Cooke was present because he wants new signage. He would like his business on Cinema Drive to become part of the Small Mall Planned Sign Area. Cliff asked the Board to take a look at it next time they went by there so they would have an idea when this issue was presented to the Board of Trustees.
Audrey asked if anything further has happened with the Greenspace Advisory Council. Ben had a legal notice prepared for that and the Youth Position. The Board approved the notice and told Ben to go ahead and run it in the Ithaca Journal. Jodi informed Audrey that a letter has been written for the Mayor to sign, which will be sent to possible candidates. It includes a copy of the resolution and an application. Jodi passed around the list of people, which she was going to send the letter to so it could be added to.
The Mayor proposed that public hearings for the January 18th meeting for Proposed Local Law _ and Proposed Local Law Q be canceled because the adjoining Municipalities were not notified.
Motion- To cancel the public hearings on Proposed Local Law _ and Proposed Local Law Q on January 18th and reschedule them for February 1st at the same time.

Motion- To have Randy, the Village attorney, change the payment dates for the Snow Removal Contract with the Town of Lansing to January $15,000, February 1 $5,000 and March 1, $5,000, with final adjustment due July 1.

Don would like a copy of the updated Comprehensive Plan to be given to all trustees by Friday so they may review it with changes before the January 18th meeting. Jodi will ask Carol Willard to do this and put it in their packets. The Mayor has a meeting tomorrow with local leaders and a Sewer meeting Friday. He feels we may get a couple of sewer units at a time. Cliff stated that he attended the meeting were Alan Cohen spoke and he blamed the hold on past issues.
Ben would like to have Diane Jane appointed to the Youth Commission. She has been attending the commission meetings as a tentative member. It was unsure if she was a resident of the Village. The Mayor and Larry gave Ben suggestions on places to look for a new computer.
Dennis has received complaints regarding the short length of time the Pedestrian Crossing Signal at Triphammer Mall/Sevanna Park stays on. Dennis has gone over there several times in the last few weeks to inspect this and has found it functioning correctly every time. The timing is set for 8 seconds of "WALK", followed by 12 seconds of flashing "DON’T WALK", giving a total of 20 seconds to cross. The Mayor recommended we change the 8 seconds to 12 seconds. Until this is done the Mayor asked Dennis to put up a sign at the pedestrian crossing. In April, Dr. Meltzer’s office joined the Adopt-A-Highway program but nothing has been picked up in that area. Dennis will send him a letter. Dennis has done a sign inventory and will order Adopt -A-Highway signs also.
Bill Cooke send a letter requesting a refund of the $25.00 variance fee they paid because they applied for a planned sign area instead.
Motion- To refund the $25.00 variance fee to Bill Cooke
Trustee Cliff Buck motioned to refund the $25.00 variance fee to Bill Cooke and Trustee Larry Fresinski seconded the motion. A vote was taken:

Larry asked Jodi if she had sent minutes to him via e-mail yet. Jodi stated that there is a problem because the old minutes all have cut and paste sections for the adopted laws. Larry will check into getting the proposed laws from Randy on disk so this won’t be a problem in the future.
Resolution #3518- Abstracts of Audited Vouchers
Be it RESOLVED, that Abstract of Audited Vouchers No. 8 for the General Fund, in the amount of $40,167.11, is hereby approved for payment, and
Be it RESOLVED, that Abstract of Audited Vouchers No. 8 for the Water Fund, in the amount of $194.07, is hereby approved for payment, and
Be it further RESOLVED, that Abstract of Audited Vouchers No. 8 for the Sewer Fund, in the amount of $812.52, is hereby approved for payment, and
Be it further RESOLVED, that Abstract of Audited Vouchers No. 8 for the Special Assessment Sewer Fund, in the amount of $22,035.00, is hereby approved for payment
Trustee Cliff Buck moved that this resolution be adopted and Trustee Audrey Kahin
seconded the motion. A vote was taken:

The Mayor reminded the Trustees to be thinking about the budget.
